Ensuring Your Safety: Your Role in Certificate Issuance

In the context of workers and their obligations, electrical contractors, along with individuals performing tasks on behalf of an electrical contractor, must furnish customers with either a:

  • 'certificate of testing and safety' for work related to electrical equipment
  • 'certificate of testing and compliance' for electrical installation work.

This obligation stems from the Electrical Safety Regulation 2013 (the ES Regulation). It is imperative for electrical contractors to retain a copy of these certificates for a period of five years.


Key Certificate Requirements: 

The issuance of a certificate to the customer promptly after the completion of the work is mandatory.

Both types of certificates are required to include the following details:

  • Name and address of the person for whom the work was conducted
  • Specifics of the electrical equipment or electrical installation subjected to testing
  • Date on which the testing of electrical equipment or electrical installation took place
  • The electrical contractor license number under which the testing was carried out.

Moreover, a certificate must feature an appropriate certification statement, such as:

  • Electrical equipment – a statement affirming that the electrical equipment (to the extent influenced by the electrical work) has undergone testing to ensure electrical safety.
  • Electrical installations – a statement affirming that the electrical installation (to the extent influenced by the electrical work) has undergone testing to ensure electrical safety and complies with the stipulations of the wiring rules and any other applicable standards outlined in the ES Regulation for the electrical installation.


A sample certificate is available for reference, although users have the flexibility to create their own certificate or leverage commercially available versions, provided they adhere to all the requirements outlined in the ES Regulation.
