In the interest of public safety, WorkCover Queensland provides guidance to planning authorities on the suitable locations for hazardous chemical facilities and significant chemical stores. As a person conducting a business or undertaking (PCBU), it is your responsibility to minimize, as reasonably practicable, the risk to public safety from hazardous chemicals. Strategically choosing the location and design of a facility plays a crucial role in mitigating community risks.

WorkCover Queensland's Role:WorkCover Queensland, acting as a technical referral agency under the Planning Act 2016 for hazardous chemical facilities (HCF), advises planning authorities on optimal locations and conditions. It also ensures compliance with established conditions.

Development Applications for Major Hazard Facilities:A Hazardous Chemical Facility (HCF) is defined as a premise where a prescribed hazardous chemical exceeds 10% of its threshold quantity under the Work Health and Safety Regulation 2011, Schedule 15. This aligns with the criteria for determining a major hazard facility under the Work Health and Safety Act 2011.

WorkCover Queensland's approach to HCF development is to:

  • Identify and address risks during the design phase, ensuring that the residual risk is proportionate to the sensitivity of the surrounding land use.
  • Design and position the hazardous chemical facility to offer adequate protection against external hazards, including flooding, landslides, and threats from other facilities.

The development is evaluated against criteria in the Planning guideline State code 21, and applicants are encouraged to refer to this guideline and request a pre-lodgement meeting.

State Planning Policy and Hazardous Chemicals:The state's interests, as outlined in the State Planning Policy (SPP) and regional plans, guide planning schemes in each council area. Part E of the State Planning Policy emphasizes planning for safety and resilience to hazards, outlining state interests that councils incorporate into their planning schemes at the local level. This collaborative effort ensures a comprehensive approach to safeguarding communities from potential hazards related to hazardous chemicals.
